PRESIDENT’S WELCOME
Welcome to the Western Australian
Philatelic Council’s annual Swan River Stamp Show, a State competition at
the Guild Function Centre of the
University of Western Australia. You will see some very fine stamp and postcard
exhibits covering a wide range of collecting interest, which will
be judged under the Rules and Guidelines of the Australian Philatelic Federation.
There will also be plenty of opportunity
to buy stamps, covers and accessories from auction and local and interstate
dealers on both days.
The exhibition will have many activities for young people, including colouring
in and mini workshops. There will be a total of 31 exhibits
occupying 80 frames including the Club Class competition, which is still an
ideal vehicle for club members to start competitive exhibiting.
I hope that it is an enjoyable philatelic
weekend for everyone involved with the show: visitors, exhibitors, dealers
and all the helpers. I

Evasion, Avoidance and Political
Mischief – Half a Century of Postage Due Postage Due
stamps were introduced in Southern Rhodesia in 1951. This exhibit features
the stamps and their use in that geographical / political area between 1951
and the last Zimbabwe issue of 2000. It includes outgoing underpaid mail and
a section on the political taxation of Rhodesian mail after independence in
1965. |

Northern Rhodesia, 1917
to 1963 The
collection starts with the 1917 overprint of Rhodesia as this is the first
stamp printed for exclusive use within the Territory and concludes with the
“Arms” Definitive issued in 1963. The collection includes all missing colours, watermark errors and other
printing flaws. |

Latvia 1923 – 1940 This
exhibit is a chronological display of the Definitive, Commemorative, Semi
Postal and air Mail issues of Latvia from the Lat Period 1923-1940.
Showcasing some of the faults from the printing stones due to the poor
printing conditions caused by the years of occupation by Russia and Germany;
it will also show the different documents that postage stamps were affixed
to. |

The Postage Stamps of Rhodesia and
Nyasaland, 1953 – 1963 The postage
stamps of Rhodesia and Nyasaland including trial printings of the first
definitive issue together with Imperforate pairs of the Independence and
Mining commemorative issues. There are examples of the postage due
Provisional Overprints and a good selection of postal stationery supporting
the collection. |

Ceylon Naval
Mail 1815 – 1949 For
a century and a half, Trincomalie was one of the main British naval bases and
Ceylon was the key strategic position from which the British navy controlled
the Indian Ocean. Mail within, to or from Ceylon related to naval personnel
is arranged chronologically. |

Cocos (Keeling) Islands 1907 - 1994 Cocos
(Keeling) Islands is now Western Australia’s most isolated post office.
This display ranges from the early telegraph cards to the takeover
by Australia Post.

stamps of the standard base rate postage stamps of the Commonwealth of
Australia from the first Kangaroo and Map in 1913 through various GV Heads to

India: The 1882 – 1888 De La Rue Stamps 1882
saw the first stamps of India as part of the British Empire as such. This was
a new format set of definitives and is shown here with shades and usages. |

deals with the possum issue and the cliché numbers for all Western Australia
post offices which had Frama Vending Machines operating. |

Bizarre – The Taxing of Rhodesian Mail
1965 -1966 and 1970 Following Rhodesia’s declaration of
Independence in 1965 the British Government implemented a bizarre policy of
taxing British recipients of mail from Rhodesia as a means of trying to bring
about change in Rhodesia Government policies. Quite how taxing British
residents was to achieve that was never explained. |

Dark Clouds over Zimbabwe The impact of
inflation in Zimbabwe between 2004 and 2008 as reflected in postal rate
changes when the airmail rate for a letter to Australia increased from $5,400
to $4,600,000,000. The exhibit features a selection of covers to an array of
destinations which, from Zimbabwe, would be considered unusual. |

Southern Rhodesia 1937 Southern
Rhodesia issued two sets of stamps in 1937 – a commemorative set for the
Coronation and a definitive series featuring a unique portrait of the new
King. Sample stamps in unissued colours, proofs and the use of the stamps on
cover are included in the exhibit. |

Malta – Postmarks 1859 - 1965 This
is a collection of the varied postmarks used in post offices of Malta to
cancel stamps in the pre-decimal period to 1965. It includes a number of
lesser known officers such as Zetjun, Mosta and Nadur. |

Its small
size, its colonial status, its isolation and its distance from the nearest
land have made St Helena an ideal place of exile for those whom the British
Government wanted to isolate. This exhibit shows arrival at Jamestown and the
detention of Napoleon and prisoners of the Boer War. |

Elko County - Nevada
Elko County is the sixth largest county, by area, in the USA. Local industry comprises mining, ranching and gaming. As with most cities, Elko has its allocation of buildings and these are included, as are aspects of other towns in the county. |

Morbid Views
This
exhibit illustrates the inhumanity of man. That such morbid views were
considered appropriate for widespread distribution as postcards is a challenging
concept today. Nonetheless, they can stimulate our thoughts on the generation
of mutual respect and the exhibit is presented in that context. Warning: The contents of this
exhibit may offend some people. |

Visitors are encouraged to vote for
those entries they consider best in Club Class. A voting slip requesting nomination
of a winner and runner
up will be given on entry to the exhibition. Please have a look at the exhibits,
make your choice and deposit the slip in the box.
The winner will be chosen using a combination of the relative positions of
each entry from the visitor votes and those of a special judging panel.
Club Class was instituted in 1999
to encourage new entrants. Experienced philatelists who have won a silver
medal or higher at national level are i
neligible to enter. The overall winner in Club Class also wins a perpetual
trophy on behalf of his/her club.
The judging panel will assess the
exhibits using five criteria, each worth 10 points - Appeal; Originality of
Idea; Development; Knowledge and
Presentation. Neither importance nor rarity will be considered.
Votes
will be counted until 1.00 pm on Sunday, to allow as many visitors as possible
to vote. The winner will be announced prior to the
commencement of the Auction.
Junior Club Class: The Arthur Holmes Trophy.
This
classification was instituted in 1999 to encourage young collectors to
display philatelic material, without the constraints of a more formalised
competition. Exhibitors may show up to 5 pages per entry. The winner – by
popular vote – will be presented with a perpetual trophy named in honour of
the late Mr Arthur Holmes, a respected youth convener of the WAPC.
All visitors
are encouraged to participate in the voting.
